Gulag names the Soviet system of forced-labor camps, after the acronym of the agency that ran it from 1930.
ГУЛАГ is a Soviet bureaucratic acronym: Главное управление лагерей, the Main Administration of Camps, the agency that ran the forced-labor camp system from 1930. The dry abbreviation became, in Russian and then worldwide, the name of the system itself and of the suffering inside it.

Between 1930 and the mid-1950s the camp system held many millions of prisoners: political convicts alongside ordinary ones, in mining, logging and construction camps across Siberia, the Far North and Central Asia. A very large number did not survive. The acronym stopped being bureaucratic the moment the world learned what it administered.
Alexander Solzhenitsyn's Архипелаг ГУЛАГ (The Gulag Archipelago, published abroad in 1973) fixed the word in every major language. In English it grew a lowercase generic sense, a gulag, for any brutal prison camp system; in Russian the word remains capitalized, specific and heavy.
The word as a word
In Russian it declines like a masculine noun despite being an acronym: в ГУЛАГе (in the Gulag), узник ГУЛАГа (a prisoner of the Gulag). That is normal Russian behavior: acronyms that end in a consonant and get pronounced as words slide into the declension system.
The history in the word
This is not a word to use lightly in Russian conversation: nearly every family history touches it somewhere, and casual metaphorical use (my office is a gulag) that passes in English can land as flippant in Russian. The Russian word for engaging with this history seriously is память, memory, and organizations doing that work have themselves been part of recent history.
Watch out
Spelling and stress: it is one word, stressed on the second syllable, goo-LAG. And note what the word is not: not a Russian word for prison in general (that is тюрьма), but the name of a specific historical system.
