What does kompromat mean?
Компромат is a compression of компрометирующий материал: compromising material. It means damaging information collected and held about someone, for blackmail, leverage or timed release. English borrowed it whole because no single English word does that exact job.

The word carries its whole ecosystem: собрать компромат (to gather kompromat), слить компромат (to leak it, literally to pour it out), война компроматов (a kompromat war, the mutual-leak battles of 1990s Russian politics). The premise is that the material is stored and deployed, not simply published: kompromat is information as ammunition.
It entered English through post-Soviet political reporting and stayed because it names a concept English otherwise needs a sentence for. Dirt is close but casual; blackmail material describes use, not the institution of collecting it.
The word as a word
A regular masculine noun, stress on the final syllable: kompro-MAT. The Soviet era coined many such telescoped words (колхоз from коллективное хозяйство, collective farm); компромат is the pattern applied to information warfare.
Watch out
In Russian the word is standard journalistic vocabulary, not slang: newspapers use it in headlines. What it is not is generic gossip; компромат implies collection with intent, the file that waits in a drawer.
